At the Speed of Government

The thing that frustrates me most about my job is how slowly change occurs. It takes months for people to agree to begin to plan for change.

There is a NEED in our office (and offices everywhere in the gov't, I'm sure) of a way to collaboratively develop plans and documents and to manage the workflow. People rely on email way to much and so there's no control (not in an authoritarian sense, but in a transparent sharing sense) of the processes that are (or are not) taking place.

And, of course, I have ideas of how to answer that NEED. But I'm so intimidated and overwhelmed at the idea of introducing something web-based that will require people to modify the way they work...
